King Of Football 2007

Note: Due to a flirtation with ending TALB all together, the 2007 KoF was never finished. Below you will find the two things I had already committed to Notepad at that time.

Penalties
- On fourth down, if the offense commits an intentional dead ball foul (in order to secure better field position for a punt) the defense has the option of declining.

- Offensive Holding: As King of Football, I would normally simply decree that a change be made. However, in this case I will leave the decision up to the league and to each division of college football.
Offensive holding is the most under-called penalty in football. I don’t have any numbers, but watch enough football and you’ll see that the proportion of called holds versus committed holds is probably somewhere south of 50%. As King, I will offer up the following options: 1) Reduce the walk-off to 5 yards or 2) remove the rule entirely. Once presented the NFL will have six weeks to decide their choice. At each level of college football (D-IA, D-IAA, D-II, etc) will have three months. If a unanimous decision cannot be reached within these organizations then my ultimate decision will be instituted. An additional official will be placed in the booth. This official will only watch the action along the line and he will call additional penalties he sees. This will very likely double most teams’ penalties.
